Each person or group perceives a slightly different political landscape.

This is an example of one visible landscape emerging among nation states trying to pursue their agendas.

 TLDR version

A vastly weakened U.S. China reverts to a regional power, rather than a global power.

Russia becomes the dominant strategic player in the northern hemisphere.

Numerous countries fracture into smaller entities e.g. most developing countries with recent tribal war histories.

Many countries cease to exist as independent entities, notably Israel.

India becomes a weak federal state with strong military power.

Western Europe becomes fractured into complex alliances

This scenario might seem to present a rosy view of Russian influence in the short term, but in fact it just acknowledges that Russian strategy has been based on natural dynamics. Russia is like a person on a surfboard who works with the wave instead of trying to re engineer the ocean.

In the long term Russia is likely to fall prey to the same aggressive ambitions as destroyed the U.S.

The basic strength of Russian influence in the northern hemisphere comes only from its political position and alliances with Native peoples in the far eastern part of the Asian land mass, along with its alliance and influence among polar peoples on the other side.

These alliances allow Russia to be an honest broker among Asian nations threatened by the U.S., as well as many others. Russia's own history of cut throat politics should continue putting a damper on their ambition, but if it doesn't, Russia will be easily chopped up, just as they are easily chopping up the U.S.

Below will be examples of how Russia's strategy is being implemented, using news articles from each region.

The overall strategy is simply to openly operate political rebellions whose nature is obscured to some of their opponents. For example many European conflicts are not seen accurately by those Europeans viewing them through a post colonial lens.

There was nothing unusual about her case at first. It looked like just another traveler caught up in politics.

Russia's leader traveled to Israel in late January 2020 though and then the following news item.

https://news.yahoo.com/kremlin-says-u-israeli-woman-100000784.html

There were then news articles trying to explain procedural issues behind the announcement.

That person may have been freed already, or at least is in the process of being freed, but the unusual announcement by Putin should have been a strange red flag to Israelis who support Russia's interests.

It shows two of the various sides which, in the public view, are melded into 'Russian policy'.

The net effect of Putin's announcement was to dim, or silence, the 'tribal' view that some Israelis may have been sensitive to, and increase the political view, and voice, of the national conglomerate of 'Israel'. In other words pushing Israelis public voice to be more aligned with, for example, that of U.S. citizens.

In order to understand the significance of that, it's important to look at other states which are secondary linguistic outposts, or retreats, of various groups. Israel is the second Russian speaking country, after Russia. Another example might be Taiwan, after China. A more relevant example might be the various English speaking countries e,g, the U.S., Australia, etc after England.

The specific Russian response to the legal issue did not come from Putin, obviously. He was a soldier sent to Israel with a closed envelope. He did not know what Russia's position on the issue was until the last minute.

We preferred hunting to a life of idleness on the reservation, where we were driven against our will.

At times we did not get enough to eat and we were not allowed to leave the reservation to hunt.

We preferred our own way of living. We were no expense to the government. All we wanted was peace and to be left alone.

Soldiers were sent out in the winter, they destroyed our villages.

The "Long Hair" [Custer] came in the same way. They say we massacred him, but he would have done the same thing to us had we not defended ourselves and fought to the last.

Our first impulse was to escape with our squaws and papooses, but we were so hemmed in that we had to fight. After that I went up on the Tongue River with a few of my people and lived in peace. But the government would not let me alone.
